Dealers for American car manufacturers can order cars direct from the factory, but Hyundai dealers in the US cannot "order" a specific car for you. All they can do is either hold the car you want if and when it arrives at his dealership, or he can find one for you at another dealer in his region. I suspect the reason your dealer can't give you a delivery date is there aren't any black Tracks currently available that he can latch on to, and he has no idea when the next shipment is due in from Korea. It's not his fault, it's just the way Hyundai does business. No other Hyundai dealer will be able to give you a firm delivery date unless there is a car somewhere in inventory they can grab.
You have two options: either wait it out, or find a car by doing your own search of dealer inventories on the internet. After my local dealer told me there weren't any 3.8 Tracks available for sale on the east coast, I performed my own internet search and located my 3.8 Track at a dealer 60 miles away. I drove the car home the car within 24 hours of locating it.
